At this point, white America is the mass. And the label of overt or covert segregational racism is often labeled to situations in which contributing factors such as poverty have the same effects, however are not directly equivalent to racism.
And even in cases where there is a conscious or subconscious concerted anti-black/anti-minority effort, there is currently a paradigm shift in the power stucture. As our society progresses, covert or overt racism has decreased and will decrease. Examine very liberal and progressive areas such as San Francisco. The nature of society is that the mentality in Frisco right now for example, will be conservative and "old news" 15 years from now. By then it will have spread to hick ass Alabama, etc.
White isolationism exists on a subterranean level. While they may do it in private, white people don't ridicule or speak down on black people en masse, aside from small, isolated groups. Among culturally/ethnically white intellectuals, the white progressive thinker eschews all forms of racism/bigotry, etc. Among culturally or ethnically black individuals, shunning or ignoring white people is not heavily stigmatized. Thus, white isolationism is a byproduct of antiquidated values and beliefs among the white mindset. Black isolationism, in comparison, is supported by many intellectuals and progressives in the black community, and a general dislike/distrust of white people is not a fringe belief or a radical subset of black thought, but an often expressed and supported viewpoint.
