Mosley or Pacquiao?

who should have pacquiao fought instead? Floyd was on vacation/and has legal issues to iron out. That leaves who exactly at welterweight to fight? You got Mosley, who's ranked top five at welterweight, Berto who isn't known and is untested (also at welterweight there is Jan Zaveck, Vyacheslav Senchenko and Rafal Jackiewicz (lol)) or a 135 pound Marquez. Those were the three choices and to be honest, none of them deserve to fight pacquiao right now but without floyd, options are slim.
At 135 pounds Marquez is the best. The problem is pacquiao fights at 147 pounds. That's two weight classes up, man.
I just don't think Marquez belongs at 147 pounds, he looked a lot slower against Floyd and his body was soft.

and the response to that is neither have a belt at that weight class. If they fight it would be a championship fight, for Pacquiao's belts at 147 Pac would be defending his titles. A non-title fight at 140 against a guy who has never fought at that weight class probably isn't as appealing.
One thing marquez could possibly do is move to 140 pounds and fight Zab Judah for his IBF strap, as soon as possible. That way it could be a little more appealing and could make a stronger case for Pac to move down in weight and challenge him for his belt, but even then it's a stretch (having pacquiao come out as the challenger).
