the Raiders need a new stadium to fully turn the corner
I learned about something called the "broken windows theory" in college....it basically says that, if a neighborhood has a lot of run down buildings with broken windows and stuff, you will be more likely to commit a crime in that area, like graffiti, littering, raping etc.
If you are in a nice well kept neighborhood, you will fall in line and be respectful of your surroundings.
I think this might be part of the reason why the Raiders constantly lead the league in penalties.....but the 9ersalso also play in a dump, dont have a lot of penalties. So, its the stadium + the raiders/Al Davis reputation and the teams reputation as bad boys.
