Not a bad idea? How is that not a bad idea? So who should play God and dictate how many kids everyone should have? Or is a 3rd world war more what youre looking for?
Do you have brothers and sisters? Think if there was some stupid child law in place how you wouldnt have them.

Any sane person who understands the impossibility of infinite growth in a finite environment and who understands that there is no other way
As to who decideds, nobody needs to decide, a simple lottery can do the allocation. It would be selected few who get to have children because if we are to have any chance to avoid catastrophe at this point, at least 80% of people alive today must remain childless, which will create all sorts of social tensions and in the absences of the needed collective wisdom and widespread personal enlightenment, will lead to the failure of any such attempt. But no such attempt will be made anyway, becasue even the collective wisdom needed for that is nowehre in sight...
