yes exactly the TAXPAYERS of america which for the most part are law biding citizens people like me and you
no, it will not balance out. the prisons are above capacity right now and people who should be going to jail for crimes are getting off easy without having to do jail time. so if these (drug related offenders) are released to rehab centers other criminals will fill their place in the prisons
i wouldn't, i feel if some1 is caught doing something deemed to be illegal by the government in which they are governed to should pay the consequences

in alabama, porn is illegal. so that government can put you in jail for watching or buying or possessing porn. same goes for jaywalking. that's a ticket right there. in some states it's still illegal to date out of your "race", or to have sex with your socks on. when the government deems arguing on the internet illegal, will you be "prepared to pay the consequences"? when they have free reign to come into your house for no reason just to make sure you aren't a terrorist how will you feel then?

Mcleanhatch....most of the prison population is filled with non-violent drug offenders...I read an article in high times that was listin off hella people that are doin life or damn close to life sentences just for growin weed. The reason all the REAL criminals (IE murderers rapists etc) are getting let go early is because prisons are too full of drug users and their basically pickin people at random, if you want the hardened criminals to stay behind bars the rehab plan would work out better for that....
George Jung brought up a real good point in the movie Blow, when he got caught smuggling weed and he was getting sentenced he said somethin like "I'm being sent to prison because I took some plants across some imaginary line" think outside the box and put that in perspective for a second.

there already are drug programs out there and when it is your 1st and/or 2nd offence they do send you to a drug program because the prisons are full. so if some1 flunks out of the program 3or 4 times do you think that the taxpayers should keep paying for expensive treatment that wont work??????
