You mean the same Margarito that got his head knocked off against old ass Mosley in 10 rounds. Or the same Margarito that got beat-up by Paul Williams. Please stop with the talk like Margarito was some type of world beater. Margarito is, was, and will always be a overhype B-level fighter that had to cheat to win. No one was ducking his slow ass other then Kermit's scary ass. The hate for Mayweather is strong in you Jedi.
Why you addressing this to me? Quite obviously that vacant WBC belt Pac-Margarito fought for was a joke. Everyone knows that.
WBC is all about the money and/or Mexicans. That's it. If someone has a title and they aren't a big money maker, and there happens to be a popular Mexican on the horizon best believe that belt will somehow end up in the hands of the Mexican. Just ask Chavez jr. (he has Sergio Martinez' belt) and Canelo (he has Martinez' belt too!).

It was a good win for Pacquiao mainly because of the size difference but it wasn't worthy of the WBC belt. Not because it was a catchweight fight but because Pac had never fought there (thus not being rated) and Margarito fought just a handful of fighters there (and shouldn't have been rated).
Normally what you'd like to see is when there is a vacant title, the #1 and #2 fight for it, or the #1 and #3 is some cases. No case could be made that Pac & Tony were anywhere near the top 3 of 154. So yeah, the WBC just wanted the sanctioning fee. It would have been no different really if they offered their "diamond" belt or whatever fake ass shit.
