i have a theory that its gonna be instated when they need to re-instate the draft.. that way they can lock down the dissenter's and draft dodgers... exact same reason that they're building "camps" in our soil.. its for us..

They tested out Martial Law during the aftermath of Hurrican Katrina. They even had Dateline (or another one of those shows) follow a few troops around and see what they do. Anyone who didnt cooperate with troops during door-to-door inspections were OK'd to be shot on sight. THAT is martial law.
