Tech Got Arrested

I don't understand how a person doesn't know they have a warrant.
I understand that Tech had nothing to do with these posters, and wouldn't know that there was a problem in a particular area. I get that. But how does a town/county issue a warrant on someone that was never expected to be in court? That would be like if an officer who knew me saw me littering, told the court, and the court system expected me to know with psychic ability that I was supposed to show up to defend myself. I don't understand that.
As far as a regular Joe like P.ellz.... You know when you have a warrant. Come on. If you don't go to court, or don't pay a fine, you have a warrant. It's not rocket science. I know damnwell when I have a warrant.

on a semi-off topic, fuck the police note:
my friend just got beaten senseless by a cop for "resisting arrest" when there were no original charges. the cops changed the police report so the cop (who stomped on my friends head 20+ times because he reached for his phone) was never even at the scene according to the report.

im not saying that story is a lie or anything, but did you see the cop do it?
i know more than a few people that would make up any bullshit like that after they get they ass beat by a cop for violently resisting arrest.
EDIT: Again im not saying he deserved it or anything, its just people are quick to jump on the "FTP" bandwagon when most do there jobs fine.

Yeah but you knew there was a warrant.
And you should have told your boss that you'll be missing more than half a day of work when you're arrested and held due to a warrant. If a boss told me I'd be fired, I'd quit. Or at least I'd tell him flat out I won't be there that day and see what happens the day after.

Now that you mention it, I know this county and at least the county next to me send a "you didn't show up on date X, please show up on date Y or a warrant will be issued for your arrest"... Then when you don't show up to that you get what's basically a copy of the warrant in the mail.
Forgot about that.
So this story sounds shady. Shouldn't someone be able to get a copy of the police record? I believe that's public record covered under the freedom of information act.
