How do people posting garage sale signs get away with it?

Garage sale sings and other signs you stick into the ground like going out of business signs and other signs that businesses put into the ground are technically only supposed to be displayed from dusk till dawn. Normally garage sale signs dont get people in trouble since they are only displayed for a few days. The huge tech posters are stapled to streetlights and stoplights and stuff and are never disposed of. They are just left up until either the city takes them down or the weather destroys them.
