its how many violent crimes per ever 100,000 people. more people in Oakland=more crime... they average it out then compare stats. of corse L.A. has over 1,000,000 people in it so the actual numbers will be way more than Oakland but L.a. didnt even make top 5 so for every 100,000 people in L.A. less people fall victim to violent crimes witch makes L.A. safer than Oakland...
