PROMOTES? That makes no sense why Oscar would want his rival, Bob Arum, have his fighter ranked higher than Oscar's!

And for the record Pacquiao has fought one catchweight fight in his entire career, meanwhile Mayweather hasn't fought a welterweight since 2006.
I'm not saying Shane doesn't deserve to be #1, what I'm explaining is The Ring's logic. I already explained that he was hurt due to inactivity. The Ring clearly states if you don't fight for a year period of time you will either be dropped from the rankings COMPLETELY, or if you have a fight scheduled (which shane did) then you may only slip a spot or two or three (depending on who the scheduled opponent is).
These are rules. You can't say, oh well it's shane mosley we'll keep him at #1 regardless because he beat margarito. No, that would be unfair and biased. It's the same reason Bernard Hopkins dropped from #1 to #3 at lightheavyweight (not fighting for a year and fighting a tune up). The Ring is consistent with it's rankings, unlike the corrupt alphabet organizations like the WBA, WBO, etc. Some of it is a bit subjective anyway, which is why the goal is to win a Ring Belt so there is no question as to who is the real champ.
Further, Cotto beat Shane Mosley, whom Pacquiao destroyed, which is part of the reason too.
Anyways, as far as the Rings Panel, they are very credible bunch, and it's not like they are some secret group of conspirators from one company, they come from all media outlets, boxing historians, writers, etc.:
