My theory is that the illusive man is working for the reapers, maybe even a reaper himself.

As far as who created the reapers, the reaper in the first game said that they are older than any existing life form, older than time itself or some shit. Made it sound like they where gods, like they had evolved beyond perfection or something.

There is a lot of backstory on the reapers in ME 1. You may want to YouTube some of the scenes or read up on it in the ME wiki

As a HUGE Mass Effect fan, I'm gonna pass on The Arrival DLC until it goes on sale.

The majority of the reviews have said it's fairly mediocre and doesn't really do much to bridge the gap between ME2 and ME3.

It's very disappointing because I was looking forward to it.

Nah I wasn't too interested in it tbh. Well, the campaign interests me, so I'll probably get it eventually for that. The MP demo was garbage and completely underwhelmed me. I'll try to get it for around $30 or so.
