Deal may legalize millions of immigrants

WASHINGTON - In a striking reach across party lines, the White House and key lawmakers agreed Thursday on a sweeping immigration plan to grant legal status to millions of people in the country unlawfully.

President Bush said the proposal would "help enforce our borders but equally importantly, it'll treat people with respect."
The compromise brought together an unlikely alliance of liberal Democrats such as Sen. Edward M. Kennedy of Massachusetts and conservative Republicans such as Sen. Jon Kyl (news, bio, voting record) of Arizona on an issue that carries heavy potential risks and rewards for all involved.
Senate Majority Leader Harry Reid (news, bio, voting record), D-Nev., said debate would begin on Monday, but he cautioned, "I don't know if the immigration legislation is going to bear fruit and we're going to be able to pass it."
Almost instantly, the plan brought vehement criticism from both sides of the immigration issue, including liberals who called it unfair and unworkable and conservatives who branded it an overly permissive "amnesty."
The proposal constitutes a far-reaching change in the immigration system that would admit future arrivals seeking to put down roots in the U.S. based on their skills, education levels and job experience, limiting the importance of family ties. A new class of guest workers would be allowed in temporarily, but only after the new security measures were in place — expected to take 18 months.
"This is a bill where people who live here in our country will be treated without amnesty but without animosity," Bush said.
Kennedy hailed it as "the best possible chance we will have in years to secure our borders and bring millions of people out of the shadows and into the sunshine of America."
Kyl said the measure wasn't perfect, "but it represents the best opportunity that we have in a bipartisan way to do something about this problem."
It was clear, however, that many Republicans and Democrats were deeply skeptical. Reid said it needed improvement.
"I have serious concerns about some aspects of this proposal, including the structure of the temporary worker program and undue limitations on family immigration," Reid said.
Conservatives on both sides of the Capitol derided the deal as "amnesty" for illegal immigrants, using a politically charged word that figured prominently in campaigns across the country last year.
"I don't care how you try to spin it, this is amnesty," said Sen. Jim DeMint (news, bio, voting record), R-S.C.
The proposed agreement would allow illegal immigrants to come forward and obtain a "Z visa" and — after paying fees and a $5,000 fine — ultimately get on track for permanent residency, which could take between eight and 13 years. Heads of households would have to return to their home countries first.
They could come forward right away to claim a probationary card that would let them live and work legally in the U.S., but could not begin the path to permanent residency or citizenship until border security improvements and the high-tech worker identification program were completed.
A new crop of low-skilled guest workers would have to return home after stints of two years. They could renew their visas twice, but would be required to leave for a year in between each time. If they wanted to stay in the U.S. permanently, they would have to apply under the point system for a limited pool of green cards.
The program drew fire from liberal groups that said it was unworkable. They had joined Democrats in pressing instead for guest workers to be permitted to stay and work indefinitely in the U.S., and ultimately earn the chance to stay.
"Without a clear path to permanent residence for a healthy share of the future temporary workers, we run the risk of reproducing the widespread illegality that this bill is designed to address," said Frank Sharry, the executive director of the National Immigration Forum.
Sen. Byron Dorgan (news, bio, voting record), D-N.D., said he would try to kill the temporary worker program because it would bring in a potentially unlimited stream of immigrants to compete with Americans for jobs and depress wages.
In perhaps the most hotly debated change, the proposed plan would shift from an immigration system primarily weighted toward family ties toward one with preferences for people with advanced degrees and sophisticated skills. Republicans have long sought such revisions, which they say are needed to end "chain migration" that harms the economy.
Family connections alone would no longer be enough to qualify for a green card — except for spouses and minor children of U.S. citizens. Strict new limits would apply to U.S. citizens seeking to bring foreign-born parents into the country.
The issue quickly became a subject of debate among presidential candidates in both parties, exposing divisions among Republicans.
Sen. John McCain (news, bio, voting record), R-Ariz., who led the charge last year to push through an immigration overhaul, called the deal "the first step" and urged moving it forward before the politics of 2008 made such action impossible.
"We all know that this issue can be caught up in extracurricular politics unless we move forward as quickly as possible," said McCain.
Mitt Romney, another Republican presidential hopeful, issued a statement calling the plan "the wrong approach," saying it conferred "a form of amnesty" on illegal immigrants. "That is unfair to the millions of people who have applied to legally immigrate to the U.S.," the former Massachusetts governor said.
Former Republican Sen. Fred Thompson of Tennessee, who is weighing a presidential bid, said the measure should be scrapped in favor of one that secures the border.
"With this bill, the American people are going to think they are being sold the same bill of goods as before on border security," Thompson said in a statement.
Democratic Sen. Barack Obama (news, bio, voting record) of Illinois said the compromise needs work.
"Without modifications, the proposed bill could devalue the importance of family reunification, replace the current group of undocumented immigrants with a new undocumented population consisting of guest workers who will overstay their visas, and potentially drive down wages of American workers," Obama said in a statement.

The following messages were sent to DJ Konradio (www.myspace.com/djkonradio) by members of the Minuteman Project. I have removed the e-mail addresses because at the moment i feel that these people have already received more attention than they deserve. The purpose of publishing these emails is to expose the Minutemen for what most of us already know they truely are: behind the facade of mainstream conservatism and nationalism presented on cnn and fox news, the intentions of the minutemen are equally as racist and malicious as the first expeditions of Columbus that enslaved and massacred the Arawaks and eventually the lead to the conquering of all of the indigenous natives and the establishment of the American colony, the March of Death of Cortez that raped, murdered and pillaged the Aztec civilization and created what is now known as Mexico, the French and British colonizers that built their empires on the depletion of the natural resources of Southern and Western Africa, and the American slave traders and segregationists that imported a workforce of 4 million Africans to build their new colony under the most brutal form of slavery in the history of mankind.
History has shown us the power that racism has to manipulate masses of people and justify horrible and often unimaginable crimes against humanity. Hitler's democratic election to power in 1933 Germany and the murder of 6 million Jews that followed, the democratic election of Slobodan Miloševic in the Republic of Serbia and the subsequent murder of tens of thousands of Croatians, Kosovoans and other non-Serbs under the guise of nationalism, the oppression of the Kurds in Turkey, Iraq, Iran, Syria and elsewhere, regrettably the list goes on and on. The newest examples are more subtle but just as dangerous if not moreso; the labelling of terrorists as 'Islamo-fascists' and Mexican immigrants as 'illegals' or 'aliens' has allowed the neoconservatives to turn human problems into racial problems and exploit them to their own advantage leaving hundreds of thousands of people dead from the deserts of Afghanistan and Iraq to Arizona.
Racism remains one of the most dangerous propaganda tools even now in the 21rst century. We have to remember that although racism undoubtedly influenced the actions Cortez, Columbus, the British and French imperialists, Hitler, Miloševic, and Republicans and Democrats in this country, it was not their primary motivation. World War II was about Nazi Germany's invasion of Poland, not the Holocaust. Hiter's goal was the expansion of German Lebensraum and the establishment of a German empire over the rest of Europe, his racist policies were only the means he used to achieve these ends. The British empire used racism to justify the colonization of Africa claming that the 'dark continent' was full of nothing but 'animals' and 'beasts' that were too primitive and backward to govern themselves. The racism that was so rampid in the British colonial era isn't even present in the art of the Renassiance Era only decades earlier which featured paintings of Africans and Brits living normally side by side. But the brutal truth behind European colonialism was probably best captured in the journals of Christopher Columbus when he landed on the Bahama Islands. While describing the Arawark natives who greeted him with food, water and gifts he remarked "They would make fine servants...With fifty men we could subjugate them all and make them do whatever we want".
Racism has been a prevelant theme in the oppression of hundreds of millions of people worldwide over the course of the past several centuries, it has served as a simple rationalization that politicians use to justify their often cruel domestic and foreign policies. The rhetoric of the Mintemen that you'll find in these emails is only the new face of European colonial propaganda that has cursed our people for generations. Make no mistake, the dehumanizing and vulgar language they use to describe us is the true meaning behind terms like 'illegal' or 'alien'. Despite the media's attempt to sugarcoat the ideology of the Minuteman Project, their true colors have been exposed here. The Minutemen present themselves as a nationalist organization dedicated to protecting America's domestic interests, but the other side of that coin is the blatant denial of basic human rights of people who are fleeing the massive destruction of colonialism and modern western globalization in Mexico. The Minutemen and their supporters either ignore or are not aware of the impact that neoliberalism has had on immigration. The influence of Multi-National Corporations in international relations has not only destroyed the economies of Latin America but also the labor force of the United States, allowing the nation's top employers to export jobs from the United States to the developing world. And while around 400000 people from all over the world immigrate to the United States 'illegally' every year, 500000 jobs are exported by American corporations. The Minutemen are clinging to a self-sustainable image of the United States economy that has always been nothing more than a lie, moreso now than ever before. The reason that the Minutemen are not even supported by the top ranking representatives of their own political party is that their view of political economy is narrow and underdeveloped. Much like their predecessors, from Columbus to the Ku Klux Klan and the 60's segregationists, they must rely on vicious racism and propaganda to justify their brutality. History offers us countless examples of the destructive power of unchecked racism, do not let these people survive. Spread this message everywhere you can, on the internet and in the streets, in conversations with your friends, and debates with your enemies, let the world who these fake motherfuckers are. The purpose of posting these emails is not to make you angry or to give the Minutemen attention, the point is to start a discussion about who these people really are.

The following messages were sent to DJ Konradio (www.myspace.com/djkonradio) by members of the Minuteman Project. I have removed the e-mail addresses because at the moment i feel that these people have already received more attention than they deserve. The purpose of publishing these emails is to expose the Minutemen for what most of us already know they truely are: behind the facade of mainstream conservatism and nationalism presented on cnn and fox news, the intentions of the minutemen are equally as racist and malicious as the first expeditions of Columbus that enslaved and massacred the Arawaks and eventually the lead to the conquering of all of the indigenous natives and the establishment of the American colony, the March of Death of Cortez that raped, murdered and pillaged the Aztec civilization and created what is now known as Mexico, the French and British colonizers that built their empires on the depletion of the natural resources of Southern and Western Africa, and the American slave traders and segregationists that imported a workforce of 4 million Africans to build their new colony under the most brutal form of slavery in the history of mankind.
History has shown us the power that racism has to manipulate masses of people and justify horrible and often unimaginable crimes against humanity. Hitler's democratic election to power in 1933 Germany and the murder of 6 million Jews that followed, the democratic election of Slobodan Miloševic in the Republic of Serbia and the subsequent murder of tens of thousands of Croatians, Kosovoans and other non-Serbs under the guise of nationalism, the oppression of the Kurds in Turkey, Iraq, Iran, Syria and elsewhere, regrettably the list goes on and on. The newest examples are more subtle but just as dangerous if not moreso; the labelling of terrorists as 'Islamo-fascists' and Mexican immigrants as 'illegals' or 'aliens' has allowed the neoconservatives to turn human problems into racial problems and exploit them to their own advantage leaving hundreds of thousands of people dead from the deserts of Afghanistan and Iraq to Arizona.
Racism remains one of the most dangerous propaganda tools even now in the 21rst century. We have to remember that although racism undoubtedly influenced the actions Cortez, Columbus, the British and French imperialists, Hitler, Miloševic, and Republicans and Democrats in this country, it was not their primary motivation. World War II was about Nazi Germany's invasion of Poland, not the Holocaust. Hiter's goal was the expansion of German Lebensraum and the establishment of a German empire over the rest of Europe, his racist policies were only the means he used to achieve these ends. The British empire used racism to justify the colonization of Africa claming that the 'dark continent' was full of nothing but 'animals' and 'beasts' that were too primitive and backward to govern themselves. The racism that was so rampid in the British colonial era isn't even present in the art of the Renassiance Era only decades earlier which featured paintings of Africans and Brits living normally side by side. But the brutal truth behind European colonialism was probably best captured in the journals of Christopher Columbus when he landed on the Bahama Islands. While describing the Arawark natives who greeted him with food, water and gifts he remarked "They would make fine servants...With fifty men we could subjugate them all and make them do whatever we want".
Racism has been a prevelant theme in the oppression of hundreds of millions of people worldwide over the course of the past several centuries, it has served as a simple rationalization that politicians use to justify their often cruel domestic and foreign policies. The rhetoric of the Mintemen that you'll find in these emails is only the new face of European colonial propaganda that has cursed our people for generations. Make no mistake, the dehumanizing and vulgar language they use to describe us is the true meaning behind terms like 'illegal' or 'alien'. Despite the media's attempt to sugarcoat the ideology of the Minuteman Project, their true colors have been exposed here. The Minutemen present themselves as a nationalist organization dedicated to protecting America's domestic interests, but the other side of that coin is the blatant denial of basic human rights of people who are fleeing the massive destruction of colonialism and modern western globalization in Mexico. The Minutemen and their supporters either ignore or are not aware of the impact that neoliberalism has had on immigration. The influence of Multi-National Corporations in international relations has not only destroyed the economies of Latin America but also the labor force of the United States, allowing the nation's top employers to export jobs from the United States to the developing world. And while around 400000 people from all over the world immigrate to the United States 'illegally' every year, 500000 jobs are exported by American corporations. The Minutemen are clinging to a self-sustainable image of the United States economy that has always been nothing more than a lie, moreso now than ever before. The reason that the Minutemen are not even supported by the top ranking representatives of their own political party is that their view of political economy is narrow and underdeveloped. Much like their predecessors, from Columbus to the Ku Klux Klan and the 60's segregationists, they must rely on vicious racism and propaganda to justify their brutality. History offers us countless examples of the destructive power of unchecked racism, do not let these people survive. Spread this message everywhere you can, on the internet and in the streets, in conversations with your friends, and debates with your enemies, let the world who these fake motherfuckers are. It really doesn't matter if you build the biggest wall in the world with half the US army there, people will STILL attempt to get across. People just don't give a fuck, that's what many don't seem to understand. So, do you see why a wall to make the border more "secure" is a waste of money and time? It may reduce the numbers, but the main problem remains, and as long as it's not dealt with, people will continue to act in the same way they do now.
