You have to make weight though. If chavez didn't have to make weight he'd fight at 195 pounds at middleweight lol so that's a silly thing to say.
Plus the other thing is, it isn't always healthy to rehydrate so much weight. Chavez gets away with it now cuz he's still young, but typically if you're rehydrating 20 pounds it's going to be a big problem for your career. It's not safe, it's not healthy, it can slow you down and give you stamina problems, it can make you cut/bleed easier, you can be slow in the ring, etc. It's simply not good.
Also the IBF has a 10 pound rehydration maximum for it's title fights. Similarly the WBC just implemented a new rule in which a fighter can only rehydrate a maximum of 10% of their weight (so chavez can only rehydrate a maximum of 16 pounds against Sergio Martinez on Sept 15th).
But best believe Broner is to blame for this one. You saw his twitter pictures of all that junk food. He didn't care about making weight because he's been on record saying this is his last fight at 130 so he obviously didn't push himself hard enough to lose the extra few pounds. He just didn't care and didn't think about the consequences (he has to pay at least $60,000 of his own money to Escobedo and now that the fight is off he will not get his $300,000 purse).
