He had a napkin and some qtips, just in case his nose needed cleaning out, I don't see anything weird there. He didn't tell them to get the special napkin he mixed or anything, he just was checking his nose in case it needed cleaning out. And Maidana told him he was fine and he took it away.

Here's is Alex's hand before he did the thing people are saying he did. Keep in mind that his hands are always in camera.

here's a clear video too...as you can see there is absolutely nothing on the napkin. This was after round 11 too.

don't they get drug tested after the fight
Of course. The only thing it could be, which it isn't because nothing is there, is smelling salts. That wouldn't show up in any drug tests lol. Smelling salts are used in many sports, Tom Brady, Brett Farve, Payton Manning have all used it on the sidelines after taking hard shots or whatever. Ali famously used smelling salts against Cooper after Ali was floored hard. It's ancient in boxing. Wakes u up for a few seconds to snap out of a daze.

watching the fight again ariza rubs and blows maidana's nose with the special "napkin" lol it's probably salt if you look when ariza rubs chino's nose with it he looks right into his eyes to see if it has any effect... then when they get the break for broner's gloves or whatever you see maidana blowing his nose like it irritated him lol like 2-0 said perfectly legal it came after the hella late shot from broner at the end of the 10th that left maidana a little shook up I'm sure that helped...

I don't think smelling salts are legal in boxing anymore, or it may depend state by state, but there are similar things that are. Tavoris Cloud recently used some kind of adrenaline type medicine that was dipped on a Q-tip that his corner had him smell against glen Johnson . Same type of deal just "wakes" you up for a few seconds. Not performance enhancing or anything. Just like there are specific kinds of medicine allowed for cuts. Its not just vaseline they rub on cuts it's mixed with a type of blood clotting agent.
