it is a farce. there are consenting relationships, atleast i can speak on the california prison system. supposed straight men that endulge with homosexuals. some without a release date, some are just some very sick individuals. i'm sure rape does occur, very occasionally, but it isnt a normal practice. the stakes are too high nowadays. but if you are never getting out, what do you got to lose would be the next question? they would lose the little program and freedoms they have in prison. it isnt worth it when willing participants are present.
