Oh my. Of course abstinance is better than condoms! But seriously, which method do you think is used most? They should be promoting abstinance, but also saying that if you're not gonna abstain, then use a fuckin condom to at least LOWER the risk of spreading/catching a disease!!!

1. people who are uneducated
2. people who have an alterior motive.
But seriously, governments do some pretty scandalous things sometimes, so if this statement ever proved to be true, I wouldn't be surprise.
