I don't know how you can consider D.O.C. a waste of talent when he lost his voice in an accident.
He was talented ->
Accident fucked his voice up ->
He never lived up to his "full potential" or whatever ->
="Wasted talent"

IMO the phrase doesn't just connote those who wasted their talent themselves, look at all them murdered rappers

I would say Snoop Dogg, because even though he has become a world renowned celebrity (not rapper) and a very successful promoter of himself, he never lived up to the potential of Doggy Style. It was probably the best debut ever, and he's never even come close to half of that quality on anything since.

Without a doubt Natas and Esham are the best rappers that hardly anyone knows about. They been killing it for like 20 years. They've had some success, but they never achieved the success they deserve. My mayne Esham is still spitting that wicket though. Stay up E, maybe some day you'll be recognized by hip hop heads as one of the best rapper/producers to ever bless the mic.

They didn't really waste their talent, they've just gone unrecognized... Obviously because of lyrics
