Sure it does. What he is saying is that we are a "superpower", only because you use the rest of the world's "power" so to speak. In other words, America is super...because countries like Belgium and so on sell it to us. I would say that is a bit of irony. Should I even mention that we are only as "rich: as we are...because of China.

In other words, the US is not self-sustaining...and that should scare you.
