Well no, he didn’t change his mind. Probably what you're referring to was called "war communism". Immediately after the Russian revolution during the counter-revolution, where the Imperialists countries that opposed a workers state, sent in troops to defeat the Bolsheviks. German, British, French, U.S, Japanese, Italian and other Imperialists troops invaded Russia and at the same time, the imperialists financed and armed the counter revolutionary armies that were organized within the country out of the most backward peasantry by ex-Tsarist officers.
This counter-revolution lasted for a few years and of course in the end the Bolsheviks' defeated the combined forces of internal and external forces and is considered one of the most brilliant military achievements of all time.
However, during this time period, in order to defeat the Imperialists with such a backwards country and weak circumstances, the Bolsheviks had to really clamp down and maintain a tight grip on the economy and strictly control the consumption of the country's desperately scarce resources, which was called "war communism."
In short, war communism was only temporary & needed during the time of war. You have to remember that the counter-revolution occurred shortly after the 1917 revolution and Russia was already a backwards country, very poor, not industrialized and lacked resources, especially to fight about 21 invading countries. One also needs to consider that before the 1917 revolution, millions of Russians were killed in WW1 & the country was devastated. Famine had also broken out that killed millions across the country. Russia was in horrible conditions during the time of revolution and lacked the resources to efficiently fight in war & maintain the economy.
