LMAO @ Jimmy Carter! I'll agree that he had some excellent ideas, but he held one of the most ineffective presidencies ever. Maybe it wasn't all his fault, but as President you need to get things done. Carter kinda got shafted because he didn't go along with the traditional democrat line of thinking, which lost him support from his own party who basically served him up to the Repub's. That was one of Clinton's successes--getting things done despite the obstinate Congress headed by Gingrich.
However, if you're using high morals as a judging factor like Nitro stated, Clinton, Reagan, Nixon, Ford, and Both Bushes are out. Probably Kennedy, with the allegations of infidelity, would get the boot too. Really it depends on what you find important. I think Clinton was the last good one, but he falls short of consideration as a great president.
