LMAO @ Jimmy Carter! I'll agree that he had some excellent ideas, but he held one of the most ineffective presidencies ever. Maybe it wasn't all his fault, but as President you need to get things done. Carter kinda got shafted because he didn't go along with the traditional democrat line of thinking, which lost him support from his own party who basically served him up to the Repub's. That was one of Clinton's successes--getting things done despite the obstinate Congress headed by Gingrich.
However, if you're using high morals as a judging factor like Nitro stated, Clinton, Reagan, Nixon, Ford, and Both Bushes are out. Probably Kennedy, with the allegations of infidelity, would get the boot too. Really it depends on what you find important. I think Clinton was the last good one, but he falls short of consideration as a great president.

Unlike the dominant Republican mindset, we can't treat every other country in the world like they're a bunch of fucking little kids that are gonna shoot everyone in the head with their new BB gun if we give em one. The U.S. Is just as bad, if not worse, in abuses of power. Besides, what are the chinese going to attack their main importer? The chinese are coming, the Chinese are coming! They're coming to single-handedly destroy their own economy!
