H.R. 1207 Smoking Hot!

I have some tremendous news to report: as of 3:00 pm ET today, H.R. 1207 has 88 cosponsors! That is 33 new cosponsors this week!!

And, there are even more to come.

I have been up on Capitol Hill all week meeting with congressional staff, and the reception has been unbelievable. In additional to those who got on today, I have received several additional commitments from members to cosponsor the bill in the coming days. And, I have five more appointments tomorrow. Between our Hill lobbying, the work of Dr. Paul’s congressional staff and the work of all of the tremendous grassroots activists in our movement, we are making progress unthinkable a few years ago.

We can win. We can pass H.R. 1207 this year, and finally audit the Federal Reserve. We still have a long way to go, and a lot of hard work to do, but if we stick together and work hard, we can do it.

I am so proud to be a part of this effort. Please keep it up, and thanks for all you do.

Fed Inspector General Knows Roughly Nothing About The Fed (VIDEO)

The inspector general tasked with overseeing and auditing the Federal Reserve knows pretty much nothing about what the Fed is doing. That's the conclusion that comes from watching the exchange Tuesday between Rep. Alan Grayson (D-Fla.) and inspector general Elizabeth A. Coleman.

Coleman could not tell Grayson what kind of losses the Fed has so far suffered on its $2 trillion portfolio, which has greatly expanded since September.

She appeared unaware that the Fed engages in trillions of dollars in off-balance-sheet exchanges.

She is not investigating the role of the Fed in allowing the collapse of Lehman Brothers.

She did not know where the Fed has invested its $2 trillion on the liability side of the balance sheet. "I do not know. We have not looked at that specific area at this particular point on," she said.

"We do not have jurisdiction to directly go out and audit reserve bank activities specifically," she said, though the IG's Web site proudly declares that her office "conducts independent and objective audits, inspections, evaluations, investigations, and other reviews related to programs and operations of the Board of Governors of the Federal Reserve System."

Contacted by the Huffington Post, Coleman was in a meeting and unavailable for comment.

Let me clarify a common misconception about my office's responsibilities. By law, we are the Office of Inspector General for the Board of Governors only. I am not the Inspector General for the 12 Reserve Banks.

The lending programs operated by the Reserve Banks expanded the Federal Reserve's balance sheet.

Reserve Bank audit and oversight is provided by:

•The Board of Governors through its supervisory and oversight functions;

•An independent public accounting firm that conducts the annual financial statement audit,
the results of which appear on the Board's website;

•Reserve Bank General Auditors, who report to the Bank's Audit Committee;

•The Government Accountability Office; and

•The Special Inspector General for TARP (for those lending programs that include TARP
funds).

Consistent with my authority, we cannot conduct a direct audit of Reserve Bank operations.
However, as the Board's IG, my office is reviewing the Board's supervisory and oversight
functions as they relate to the Reserve Bank's lending programs.

Fed Up

Audit the Federal Reserve.

The Federal Reserve's recent and unprecedented actions in the realm of monetary policy have provoked a backlash among the American people. Trillions of dollars worth of loans and guarantees have been provided to Wall Street firms, while Main Street Americans suffocate under harsh taxation, the prospect of higher debt levels and increasing inflation. These events have awakened many Americans to problems with the Fed's loose monetary policy, the bubbles it has created in the past and the potential hyperinflation it might cause in the future.

One of the fallacies of modern economics is the idea that a central bank is required in order to keep inflation low and promote economic growth. In reality, it is the central bank's monetary policy that causes inflation and depresses economic growth. Inflation is an increase in the supply of money, which in our day and age is directly caused or initiated by central banks. All other things being equal, inflation results in a rise in prices. A so-called "mild" rate of inflation of 3% per year leads to a 56% rise in prices over a 15-year period. Even a "low" rate of inflation of 2% per year leads to a 35% rise over that same period. How is that conducive to long-term growth?

A common misconception is that the Fed is completely independent of political pressures. While the Fed has far too much authority to make agreements with foreign governments and central banks, or create temporary liquidity facilities, the governors and--more important--the chairman, are appointed by the president.

The chairman is the dominant figure within the Board of Governors and the Federal Open Market Committee, the public face of the Fed, and he must be reappointed by the president every four years, with the advice and consent of the Senate. Thus, his job security as chairman is dependent on keeping the president and the Senate pleased. Every time the chairman acts, it is with the knowledge that within four years he will be called to the carpet to account for his actions. This necessarily leads to a focus on short-term economic growth, reflected in the Fed's attempt to manage and publicize certain statistical economic indicators.

While I am a proponent of eliminating the Federal Reserve System altogether, I believe that as long as the Federal Reserve exists it should be fully audited. According to current federal law, the Fed's agreements with foreign governments and central banks--and, more important, its open market and monetary policy operations--are exempt from an audit by the General Accounting Office. As the GAO observed in the 1970s, the last time the issue of an audit really came to the fore, "We do not see how we can satisfactorily audit the Federal Reserve System without authority to examine the largest single category of financial transactions and assets that it has." The Fed has such broad power to intervene in the economy and to engage in agreements with foreign governments and central banks that it is unconscionable that such actions are exempt from oversight.

The Fed's open market operations are not at all neutral in allocating credit. The Fed creates new balances out of thin air and uses those new balances to purchase Treasury bills from banks. Thus the banking sector is the first to get the use of the new money created in these bank balances. As this new money circulates through the economy, prices rise, and individuals further down the chain experience a higher cost of living before their salaries rise.

The fact that a single entity, the Federal Reserve, engages in and has a monopoly on monetary policy has detrimental effects on the economy. As long as we try to keep up this fiction, that the Federal Reserve has a long-term focus, that attempting to fix interest rates will not distort the economy, and that the Fed can end a recession by injecting liquidity, we will never free ourselves from the booms and busts of the business cycle.

The necessary first step to restoring economic stability in this country is to audit the Fed, to find out the multitude of sectors in which it has involved itself and, once the audit has been completed, to analyze the results and determine how the Fed should be reined in. Proposals to push the Fed back into the shadows, or to give it an even greater role as a guarantor of systemic stability, are as misguided as they are harmful.

If Congress fails to scrutinize the Fed and the actions of its unelected bureaucrats, it will only have itself to blame as this country's economy crashes and burns.

Thank you for contacting me about H.R. 1207, the Federal Reserve Transparency Act. I appreciate your thoughts on this matter and welcome the opportunity to respond.



The Federal Reserve ("the Fed") is the central bank of the United States and is responsible for ensuring the safety and stability of our monetary system. In this role, the Federal Reserve, among other things, crafts a monetary policy designed to maintain market stability through changing economic conditions. Currently, the Fed operates independently of congressional oversight.



As you may know, on March 19, 2009, I served as the Ranking Member of a Ways and Means Oversight Subcommittee hearing that focused on the need for more transparency and accountability of federal borrowing. I specifically asked the Acting Comptroller, General Gene Dodaro, how we can improve oversight over the Treasury and Federal Reserve's use of taxpayer dollars. I believe that we must know exactly how "bailout" funds are being used and establish specific metrics to gauge the effectiveness of unprecedented new federal spending.



On February 26, 2009, Representative Ron Paul (R-TX) introduced the Federal Reserve Transparency Act (H.R. 1207), which would eliminate restrictions on the General Accounting Office (GAO) audits of the Federal Reserve, thus opening Federal Reserve operations to enhanced scrutiny and congressional oversight. Additionally, this bill calls for a complete GAO audit of the Federal Reserve by the end of 2010. H.R. 1207 was referred to the House Committee on Financial Services. As a co-sponsor of this legislation, I believe that it is critical to have the necessary oversight tools available to government agencies. Please rest assured that I will continue to work with my colleagues to promote policies to control waste, fraud, and abuse in government.
