There's so much wrong with that cover, while at the same time being right.
Wrong:
He looks like an MK character.
He's holding the brands unrealistically close to the hottest part, with no smoke or burning flesh to show it being an aesthetic choice
He's sweaty looking
Right:
Despite all the above, it's off putting in much the same way as the AngHellic cover was.
It makes you think about what's really going on.
He's branded in a multitude of unpredictable, unarranged places... which is chaotic.
He appears to have branded himself, making him seem tough as nails and crazy as hell.
He could appear to be a blacksmith with the brands and the vest/apron, and that puts off a masochistic vibe.
The Roman Numerals apply "hidden" relating items that go back to the album title (LXVII = 67)
For someone gathering the hottest in the game for his album, this cover is certainly still very much "Tech". The Everready cover was the most mainstream accessible album cover he's ever done, and this is the opposite end of that spectrum.
