That site died and is staying dead. leakwars.com is aight, only leak type blog I've fucked with. But I found out through that site the dude "ryanshearer" who pretty much MADE IL with his uploads, has his own site. It's a forum, pretty fucking popular. Called The Daily Mosh.
There's an entire portion of the forum dedicated to downloads of all different kinds of music. You wont find the system that made IL unique, but you'll find everything here.
