I'll just be real, that might sound great, but it never happens in rap for any region. If you think about it...every region is diverse, but the fact that you may be in a particular place will allow you to be exposed to the diversity in yours. The south has a lot of true lyricists, NY has conscious rappers who aren't on all that "I sell crack, I'm a thug" shit, and it's the same for most places. But companies are only down to pushin what will appeal the most.
Personally, The Bay should hope the hyphy movement will bring attention to them, because that is really the only thing on the west that is strong enough to get attention from other regions. Depending on how it goes, then you can hope that the companies will give a chance to rappers who aren't on that tip. Even for L.A. rappers in the 90's, it was hard as hell for a non-gangsta rapper to come out and stay around in the game...most of the non-gangsta rappers who did come out were one hit wonders like Skee-Lo and Ahmad.
So yeah...let the hyphy movement breathe...it's the only thing fresh enough in the game to make an impact.
