Phillips is a damn good pass rusher, where steve foley helps out is against the run....foley only plays on 1st and 2nd downs and phillips or cooper come in on 3rd down.

Yeah, true, Foley is good against the run. But with the way SD's pass defense played last year, I would much rather take a good pass rusher to help the pass D out throughout all the downs. Also remember that SD is so good in stopping the run that teams are going to pass on 1st down sometimes. Better pass rush usually always equals a better pass D. Phillips can hold up against the run. With that massive D-line SD has, they can tear the run up either way ,with or without Foley. Gotta remember who the other 3 remaining LBs are... Merriman, Edwards and Godfrey, so either way, they got the talent to stop the run. So I think Phillips will definitely help out the pass D. CMON, just look at that near INT he had, so the dude can even cover, something that Foley ain't too great in. Foley was just a beast, but I much rather take the youth, speed and finess that Phillips brings, he will help our D out more IMO.
