The man shot to death by police officers last week was wanted for murder in Mexico.
Jose Peyan-Leal, 22, was shot Jan. 4
Authorities say Peyan-Leal shot a homeowner and stole his car before officers spotted him.
There was a short chase before the suspect rolled the stolen Dodge Durango on the airpark tarmac.
Officers ordered him out of the vehicle, and broke the back window.
Authorities say officers then ordered the man to leave the SUV with his hands up, but he ran from the wreckage.
After repeated orders to stop, three officers opened fire killing him.
Monday the department ruled that all three acted within departmental policy and state law.
The department said Peyan-Leal was wanted for murder in Cabo San Lucas, Mexico.
But police say that did not play a role in the departments ruling on the shooting.
