THC is soluble in water, but only in the sense that every organic molecule is soluble in water, meaning not very much. The amount of THC that can be contained in water before it's saturated (meaning it can't hold anymore) is dependent on temperature. As temperature increases, water can hold more THC. Since the opposite is true, THC has especially low solubility in an ice chamber where the water temp is near freezing. So, while some THC dissolves in water, it's a negligible amount.
