Yeah, any sampler would do. It wont take the vocals out, you would just take the parts you like and loop it. I think the cheapest ones out there are the Boss 202 & Zoom 234 Samplers. You can get them on ebay for around $150. The song you probably heard with that sample is Foxxy Brown's "I'll Be Good"
