The real reason is because some groups are held to a stricter set of rules whereas others are not. When there are harsh reprecussions for one's actions you'll see how easily someone will go against "knowledge."

Why not put out rappers that aren't gang members, and don't promote a detrimental lifestyle?
Because even if you did manage to put out an album like your proposing, it would still instill in youngsters the notion that being a gangster or living a violent life is how you make it in rap.

Besides it's hard to go about your proposed idea when you don't understand the reasoning on why it wouldn't happen.
