House Weighs Bill to Make Gun Permits Valid Across State Lines

Lawmakers are considering a House bill that would give Americans who hold permits to carry firearms in their home states the right to carry their weapons across state lines.

Although many states have entered into voluntary agreements, there is no nationwide framework for honoring permits and licenses uniformly. A bipartisan bill, co-authored by Reps. Cliff Stearns, R-Fla., and Heath Shuler, D-N.C., aims to change that.

Supporters say the measure would not create a federal licensing system, but would require that all states recognize lawfully issued permits -- regardless of where they were issued. Gun rights advocacy groups say it's the only way to make sure that lawful gun owners' Second Amendment rights are guaranteed when they travel away from their home states.

But opponents say the bill tramples on each state's autonomy to set the standards legislators believe are necessary to confront local problems. Foes also said that the law could allow violent offenders to hold on to their weapons.

Testifying before Congress on Tuesday, Philadelphia Police Commissioner Charles Ramsey told the story of Marqus Hill, a man whose Pennsylvania gun permit was revoked after he was charged with attempted murder.
"Despite his record, he then used his Florida permit to carry a loaded gun in Philadelphia," Ramsey said. "He eventually shot a teenager thirteen times in the chest killing him on the street."

Gun rights advocates say the dire warnings about expanding the rights of law-abiding citizens are overblown. Wayne LaPierre, executive director of the National Rifle Association, said the American public is more interested in self-defense than scare tactics. He's also predicting a win for what has been dubbed the National Right-to-Carry Reciprocity Act of 2011.

"It cuts across Democrats, Republicans, liberals, conservatives -- even President Obama's base is strongly in favor of this legislation," LaPierre said..
Gun control groups like the Brady Campaign to Prevent Gun Violence have successfully defeated similar legislation in the past, and vow to stop this bill as well. They're aligning with a number of elected officials and law enforcement organizations, who say this measure would make it even tougher for officers to determine which guns are on the streets legally or illegally.

Criminals are going to get guns even if they can't get a piece of paper making it lawful. Level the playing field and let law abiding citizens carry everywhere.

Here in Arizona you don't even need a CCW to conceal carry anymore. It's not like the same people that are out dealing shit are going to worry about the laws on the books anyway.

Seriously, people would think a little bit more before they tried to rob someone. Knowing that the other person has a weapon too, the usual advantage is null. You can be the scrawniest dudes, but still shoot like a muthafucka.

That's what I'm sayin'. It's bullshit that we can't truly protect ourselves 'cause we can't carry weapons anywhere. As of right now, we can be somewhat safe in our homes, but on the street we can get smoked without a chance to defend ourselves.

I have a carry permit in PA and there's reciprocity with a lot of neighboring states already. I think we should be able to carry anywhere BUT I dont think there should be a federal mandate. States should have more authority to make up their own rules on things like guns, drugs, etc., without the federal government telling them what to do.

I have mixed feelings about this topic. I agree that by making it legal that any licensed gun owner can carry in all states, because as said earlier,criminals don't give a shit about laws,they r gona be strapped up anyways,regardless of laws or any prison sentence they would face. It would somewhat level the playing field and maybe killers/robbers would think twice about doin dirt. If students at VA tech were strapped up when that crazy ass fool came in blastin,there would be waaay less casualties that day. But on the flip side,if evrybody was holdin at all times,I would be waay more bodies droppin. Can u imagine how many people would be gettin blasted over car accidnets/fender benders/road rage/bar fights/ disagreein with somebody at a bar or at the club etc. People would be a lot quicker to pull out that squeezer and blast somebody. Not to mention all of the innocent people that would get hit by strays. Idk,I'm 50.50 on this 1

Here in Arizona you don't need CCW, and I haven't noticed an increase in shootings except for the occasional accidental discharge on ones shit.

Damn. So any1 in AZ can jus walk around packin? No ccw? No license or do u have to hav a license?
Yes, you don't need anything. All that is required of you is that you can legally own a handgun, and follow signs that say no firearms, or you get charged with trespassing. You also can't bring guns anywhere alcohol is served. If you do get stopped on the street by an officer you have to let them know you are carrying, and they will ask you about your history while they run the serial in their system. You can still get a CCW here, but most people only do that so they can carry out of state.

The reason I want it to go threw is cuz Cali is hella hard to get ccw. I live n WA now and it's easy as pie. I'd like to be able to carry whil I'm n Cali.

There should be maybe stricter policy for getting a legal handgun. But once you have it then you should be able to carry. Problem is any certified retard can get a gun - and will be ccw as consiquence.
