As far as the Guinness Book Of World Records is concerned:

At one time they recognized Young MC listed as the world's fastest rapper, based on his cut called "The Fastest Rhyme".

The crown was later awarded to Daddy Freddy (UK dancehall/hip-house rapper), and subsequentally given to Tongue Twista (aka Twista) after he destroyed Daddy Freddy's previous record by like a 2-1 margin.

Wow, I just did a search and apparently Twista's record was broken in 2005 by an emcee named Ricky Brown who rapped 723 syllables in 51.27 seconds!
