well in 2000, in the city i live in, the murder rate was ranked 49th in the U.S. tacoma was 95, nearly double down the chart so i can't imagine it's that bad. if it is, it's only because people up there would like to create drama that mimics that of killa cali, since apparently that makes you cool. in 2003, i'm not sure of the rates, but they are probably similar.
