Boxing Confidential has learned that Top Rank Promotions has filed an application with the Nevada State Athletic Commission to promote a boxing show on November 15, 2008 at Planet Hollywood in Las Vegas featuring WBC lightweight champion Manny Pacquiao against WBA super featherweight champion Edwin Valero.

Keith Keizer, Executive Director of the Nevada State Athletic Commission, informed Boxing Confidential that Top Rank has filed an application for the event co-starring the enigmatic Valero. The Venezuelan knockout artist had been banned from fighting in the U.S. following a 2004 suspension by New York' commission due to having once suffered a blood clot from a motorcycle years ago in his homeland.

For years Valero and his promoter Teiken of Japan have been fighting the medical suspension and earlier this year the State of Texas granted the southpaw a license. Top Rank will be hiring a physician to review Valero's medical records and then present a report to the Nevada State Athletic Commission's Medical Advisory Board, lead by neurologist Dr. Al Capanna, who will then forward a recommendation on Valero's participation in boxing within the State of Nevada.

Pacquiao vs. Valero had been speculated, but this announcement presents SOLID evidence of Top Rank moving forward with a fight hardcore fight fans have been awaiting for several years.

Obviously, with 24 wins and 24 KO's the guy has tremendous power, but the two things really are he hasn't faced anyone that good and also he throws very wide looping punches and is very sloppy. After watching Pacquiao against Diaz I think he's become quite the technician and will pick Valero apart in a similar fashion and get the KO later rounds. Valero is exciting though because of his power he will always have a chance to hurt Pacquiao.

I don't like this fight for the fact of Valero's publicized brain injuries and Pacquiao's power. That being said Valero can without a doubt crack and if he connects it could be dangerous. He's fought some decent guys in between the bums and has knocked out guys that haven't been knocked out before.

Hopefully Pacquiao just puts an end to this quick.

yeah the brain thing is a bit worrisome, never ever want to see something bad happen on such a big scale as this fight will be.

Other than that it's a decent fight for Pacquaio as far as opponents go because all the other top dogs (campbell/Guzman, Casamayor/Marquez, Diaz/Katsidis) are all fighting in Sept and pacman wants to stay active and have a fight in Nov b4 facing any of those guys. Valero has received world wide attention based on his 100% KO percentage and his story, it's a little bit risky because of his strength, but fuck it risks are what we want from the P4P kings right?

No doubt it is a cool fight and it's dope to see Pacquiao taking such a risky fight against a guy that the average person doesn't know. I just don't like having to think of a guy dying during any fight especially if he starts to get pummeled like Diaz.

Valero is a one trick pony. But I always like to see brawlers fight.


Hopefully Manny uses his superior hand speed to end the fight early. Should be an entertaining one...and I think I might even have to head out to Vegas (assuming the commision clears him) once again for this one !

Manny Pacquiao To Face Humberto Soto on November 15

Top Rank promoter Bob Arum says that rather than get delayed over obtaining the medical clearance of WBA super featherweight champion Edwin Valero from the Nevada State Athletic Commission, he plans to pit Filipino ring icon Manny Pacquiao against Humberto Soto (47-7-2, 28 KO's) at Planet Hollywood in Las Vegas on November 15.

In an overseas telephone conversation with Viva Sports/Manila Standard Today, Arum said "a lot of people feel we are better off to go to a Soto fight and if Valero gets cleared put him on the undercard. ." At the same time Arum indicated that since he handles Soto, it wouldn't be a problem to make the fight happen.

Arum indicated that should Pacquiao beat Soto and Valero fights on the card and wins, then he’ll make a Pacquiao-Valero lightweight title fight later on.

Arum said Pacquiao is expected in Las Vegas on July 24 for the blockbuster battle between Miguel Soto and Antonio Margarito and "I will have an opportunity to discuss it further so its not definite that we are going with Valero," contrary to earlier announcements.

The Top Rank promoter who had a series of meetings with Valero’s handler, well-known Japanese businessman-sportsman Akihiko Honda about a Pacquiao title fight was quick to make clear "its not because Valero won’t pass the physical but because maybe its more prudent to go with Soto."

Arum said this was particularly so since "everybody in Mexico is talking about this crazy fight Soto just had" against Francisco Lorenzo in which Soto was disqualified for allegedly hitting Lorenzo at the back of the head when he was down . Arum said "everybody saw what happened and how ridiculous it was. We don’t have to validate how nonsensical it was."

Meantime, World Boxing Council president Don Jose Sulaiman told Viva Sports/Manila Standard Today that no decision has been made on whether to declare the fight a no-contest and leave the title vacant or as some have suggested award the interim title to Soto and order a mandatory defense against Lorenzo although because of the bad cuts and a broken nose Lorenzo has been barred from fighting by the Nevada State Athletic Commission until December.

The voting is reportedly very close and Sulaiman said he didn’t wish to make any statement and wanted "to wait because this is a very important decision."

Nevada State Athletic Commission executive director Keith Kizer informed Viva Sports that neither he not the NSAC Medical Advisory Board have received the medical records of Valero as yet. Arum said he had submitted the records to noted neurosurgeon Michael Seiff and should be find nothing wrong Arum said he would have the eminent neurosurgeon make a presentation to the Commission in support of Valero's bid to secure a license to fight in Las Vegas.

I don't like this fight (pac vs soto). I know a lot of people like Soto, but uhhh, I saw with my own eyes Joan Guzman owning Soto on Showtime last year. Guzman proved he is the far surperior fighter. The scorecards weren't even close: Lynne Carter 111-117 | judge: Jean Williams 111-117 | judge: Don Trella 110-118.

Regardless, I guess Pacman can get some revenge though since Soto beat the shit out of his brother Bobby Pacquiao. This could also be more entertaining then a Valero fight, but still, we all know Pacman is far superior to Soto and with Valero, at least there was a bit of an unknown since he's untested.
