Gonna bet the short dude was showin off for the camera. Homeboy was just walkin away. I've seen people act like fucking morons just cause the cameras rolling. Bitch shit. If he did do something worthy, then so be it.... But more than likely hes an immature punk bitch that shouldnt be showin they kid that.

Plus its not like the taller guy was apologizing or defusing the situation, he was being passive-aggressive while trying to walk away. Either defuse the situation or fight.
If somebody won't turn and face me, I drop it...period. If they're a bitch, they're a bitch. If you knock somebody down from behind, you're more of a bitch than them for walking away. In my opinion, taller dude was being a man about his. Some may say he's a bitch, but I respect folks for not lowering themselves to that level.
