Dr. Dooom is Kool Keith, and that was supposed to be another personality of his, specifically the one that murders Dr. Octagon. Lol. I heard some of it, it was decent. A lot of people who talk about it seem to give it positive feedback. I'd say pick it up, give it a try.

There is definitely a message. Very camoflauged though. He has a lot of hidden disses as well. Sometimes he can be hard to cypher. It kinda makes it fun though. Sometimes, you have to write out his rhymes in front of you, then you get it! It can be a pain in the ass, but its like messin with a rubiks cube. If you like shit like that.
Dont be fooled by the name Nogatco. It's nothiin close to Octagon. It was just used as a marketing thing. IT is good, however, do not confuse it with a follow up. No Automator and Qbert = no Octagon. Simple as that.
IF you want someting similiar, somewhat, to Octagon sound, get the Project Polaroid album. Nogatco is something completely different.

Matthew has some tight tracks, but the one that stands out on that LP is "Operation Extortion". That fucking track slaps.

Lol, I said this before but, I'm a big time advocate of the Deltron 3030 album. If you can't get into the "spaced out" shit, try out Deltron, it'll probably get you into it (as a matter of fact, anything del period). If not, then nothing will. Somebody recommended me some dude called EL-P, haven't looked into it yet, but it's supposed to be on that same "space" type scene.
