1. Sudanese and American officials who wanted to deal with us (Sudan, a murderous, terror-sponsoring country with a deal brokered by Mansoor Ijaz, who was trying to make money off Sudanese oil through getting the US to lift sanctions)
2. At the time he had committed no crime against the US (or so we thought).
3. There might not have been a "full and complete" offer by the Sudanese government.
Put this all together, and the "Clinton rejected him" theory in Fahrenhype is crap.
1. We could not hold him.
2. We were not sure whether or not the government really intended to release him (This was confirmed by two top US generals at the time)
3. We had not linked him top any anti-US terror attacks.
4. The whole deal was set up so Mansoor Ijaz could make money through American-Sudan diplomacy.
