For phones without a mini/micro SD card (like the Razr) you'll need to use either bluetooth (if the phone supports it) or a USB data cable. Most providers sell a "data kit" which has a USB cable and software which has drivers for the phone and software to sync data and move files between your comp and phone. You can also get data kits from Motorola for your Razr and you can get just the USB cable for cheap off the internets but it won't come with drivers or support so you will need to track those down yourself. If you go that route you will also need to find software to allow you to move files off your phone. These are gennerally not free (especially if you use a GSM phone). http://www.susteen.com/ has various different software packages available both with and without cables for between $30-80.
Once you have a cable you just need to convert your songs to MP3 if they're not already converted. You may want to look at your phone's manual to see if there are any restrictions of file name length/naming or bitrate settings. Thats it. Also if you are just using them as ringtones you'll need to edit them down to no more than about 20 seconds and you can cut the bitrate down to 40-64kbps and the sample rate down to 22 kHz and if your phone is mono cut them down to mono from stereo. This will cut down the filesize so you can fit more on your phone.
