Rakim and Kane are two of pac's influences. I remember in an interview he said he is the best cuz he took
from the what others did before him to create no diss to them but someone will take in those influences plus pac and become better. pac was saying everything evolves and gets better. There are probably better rappers but yeah the passion will be impossible to create.
