the only ones that are lyrically hard are Woodie, Lil Los, Shadow, Skarface, and Drew AKA Tokztero.

the ones that make the hardest music are Tokztero, Never, and if Hurrikaine J is considered a Norteno then him too.

the hardest style belongs to Drew AKA Tokztero, Tiny Locs, BG Evil, and Lil Los.

overall, Drew is the hardest Norteno rapper.

i know of sum homeboyz from Hollister, and if you ever get to hear them you'll know why i also consider them to make the hardest music. they havent released an album but the cuts they have are sick as fuck. beats, lyrics, and delivery are raw. ARMEN knows wut im talking about....
