Cause you can't be just a bagger or just a cashier anymore. They want the most bang for their buck and you do multiple tasks. Cashiers are stockers on their downtime and baggers clean stuff and corral shopping carts. They probably don't want them to get ran over in the parking lot cause people drive like assholes

Yeah I guess maybe for grabbing carts but I've seen plenty of normal people grab them at the store and they don't wear yellow vests.
