THats kinda a dumb question, breh. What are you trying to accomplish with the spray, give the plan nutes, prevent future pest problems, deal with mold, deal with bugs? Each of those purposes has different requirements and so there is a different 'best' spray for each.

Gotcha. I withdraw my 'dumb question' statement. So you only want to apply anything foliarly during veg and at the very start of flower, once you start to see even a hint of trichrome development stop, it can affect flavor. I find that the only thing thats important to apply are some prevantitives like neem oil and maybe something like saranade. I dont think applying nutes does all that much.

tl;dr
neem oil is all you really need for foliar applications.
