WTF how did it take police over a month to find out the older brother killed his sister?

there must be alot more to this story bc the neighbor also lied to the police about seeing a man running from the house.

it hasn't been over a month, it's only been a little over two weeks

the family is gonna have to explain why the left 2 children unattended (to watch a baseball game?) like i said there is more to this story. there has to be a reason why the neighbor lied to the cops.
