Because most of our states have already peaked and are on the down slope, the earliest Trump said was a possibility was May 1st, but even that's not guaranteed and they're gonna wait and see. They're also talking about gradual re-opening city by city and state by state, not all of America at once, they're not talking about pulling a Wuhan and having people go wild.
