IMO.. no.. because the last thing they would want is to have an armed mass of individuals who are anti-establishment.

but they would use gangs as a "foot in the door" to begin stripping everybodies rights..

"we need to outlaw guns because of gangs"

"we need to start curfews because of gangs"
