getting student aid is really complicated. you have to file all of your income taxes, and based on that, thats how much money you get. Its not like the government just gives you free money, because they need all the information about the school you'll be attending, whether or not you'll live on campus or not, etc. etc. But its usually barely enough to cover tuition, room and board, and books. and why should the government pay for people to go to college? (this is an assumption) if you go to college, you will probably be able to work at a better job than without, or do the same job you might have without a degree more efficiently. i don't see why there is a drug question at all, since it would make more sense just to ask whether or not the person in question has committed any felonies... but thats the way things are.
