To start with PBGD is right: you should expect nothing more out of the Europeans than you do the United States. Most anything you can say about the United States you can say interchangably with European or other nations around the world. There is some myth that Europe is a Utopian society which ignores their high unemployment rates, unfair labor laws, racism and declining population. I have never been to Europe but I say quite confidentially from talking to Europeans and international visitors that Europe has many many problems and in no way is more civilized than the United States.
The US military will probably never leave Europe. No matter how powerful the EU becomes, no European wants to see a balance of power scenerio develop between Germany and France or Germany and the rest of Europe. All the nationalism and hooligan sentiment that Europeans warred over for 100 years still exists.
The US has military all over the world and it puts us in an unusual scenerio. Obviously we have done damage as a superpower, but in a number of places we are welcome just as much as we are despised. The US fills vaccums whenever they are created not just to advance our own cause but to maintain stability. If the US left South East Asia indigineous militaries would not patrol the sees, the Chinese would. If they left Somalia pirates would patrol the seas. If they left the Middle East the Europeans, Chinese, or hegemonic power (perhaps Iran) would be controlling seas which were not theirs. Sovereignty is an ambigious term. There will always be one or several countries controlling others. Just something to think about. We may have a masterplan like some say, but some would also say the status quo is better than the alternative.
