I talked to Tech during the meet and greet at San Diego and asked him about it. He said that the line in the song wasn't aimed at Black Walt and he doesn't understand why Black Walt had to make that diss towards him. He said "If he wants to say fuck you to me personally, then that's fine. But he doesn't have to go telling the whole world 'Fuck Tech N9ne.'" He also said that he tried contacting Black Walt but couldn't reach him. I asked him what would happen between them at the Summer Jam and he said that Black Walt will either turn the other way, or they can talk about it there.
