Ultimately, yeah, it's the parents fault because they are in charge of the child till they are an adult. However, I think society, and other factors play a role as well. We live in an overly sexualized culture.

It's just like racism. You can blame the parents alone but would you really want TV shows, music, and films glorifying the KKK, Neo-nazi's, etc? Things like that reinforce these kind of attitudes. Why should promiscuous sex be any different?

I think the problem is that alot of parents want their kids to have this awesome social life, letting them do what they want. They want to be the cool parent.
But then again, how are you going to watch them 24/7? They could just cut school and have sex if they really wanted.
