This is not uncommon in 3rd world countries. In the Phillipines anybody at any age can cop cigs or alcohol. When I was out there for a visit my grandpa would send 4-5 year old kids to cop his gin everyday. They got 4-5 year olds taking 100 proof shots out there like its nothin.
